The only problem is that there's no visible way to tell which artists offer commissions. The only way to find out is to look for a notification on their Profile page or ask them through a note or message.
So, here's an idea: What if there was a symbol or sign that let the viewer know whether or not the artist offered commissioned work. Perhaps it could be viewed in the corner of their art pieces; whenever the viewer moves their cursor over the piece, the sign would become visible along with the number of favorites (stars) and comments (speech bubble).
